Issues: Glendale City Budget & Fiscal Responsibility
Glendale’s budget challenges should be addressed with better planning and accountability — not automatic tax increases. With 34 years in the finance industry and 8 years on the CDBG Commission, I bring real-world experience reviewing budgets, managing financial risk, and identifying grant funding at every level of government. My focus is simple: protect taxpayers, prioritize essential services, reduce waste, and close budget gaps responsibly.
Core Principle
Budget problems should be solved with better management — not automatic tax increases.
Glendale City Budget & Fiscal Responsibility
Glendale residents expect the City to live within its means — especially when families and small businesses are tightening their own budgets. A city budget shortage is not a reason to raise taxes by default. It’s a reason to ask tougher questions, plan better, and manage resources more
responsibly.
I’m running to bring discipline, transparency, and real financial experience to City Hall so Glendale can address budget challenges without placing additional burdens on residents or cutting essential services.
Protect taxpayers. Plan ahead. Spend responsibly.

My Plan to Address Budget Shortages in Glendale
1) Strong Oversight Before New Taxes Are Considered
Before asking residents to pay more, the City must show it is managing existing resources responsibly.
I will push for:
1) Careful review of major contracts and recurring expenses
2) Performance and cost-benefit reviews of City programs
3) Clear reporting on long-term obligations and financial assumptions
Goal: Know where every dollar goes — and whether it’s delivering value.
2) Smarter Long-Term Financial Planning
Budget gaps don’t appear overnight. They grow when long-term planning is ignored.
I will advocate for:
1) Multi-year budget forecasting and financial stress testing
2) Early identification of structural deficits
3) Responsible reserve policies that protect the City during downturns.
Goal: Prevent shortages instead of reacting to them.
3) Prioritize Core Services and Public Safety
When budgets are tight, priorities matter.
I will support:
1) Protecting public safety and essential services
2) Making informed decisions about lower-priority spending
3) Avoiding across-the-board cuts that weaken City operations
Goal: Maintain service quality while controlling costs.
4) Reduce Waste and Improve Efficiency
Every dollar saved through efficiency is a dollar that doesn’t need to be raised from taxpayers.
I will push for:
1) Process improvements that reduce duplication and delays
2) Smarter use of technology to lower operating costs
3) Accountability so departments are rewarded for efficiency
5) Use Grants and Outside Funding Strategically
Through my work on the CDBG Commission, I know that grants exist at nearly every level of government — but they must be pursued deliberately and managed carefully.
I support:
1) Actively identifying and pursuing appropriate grants
2) Using outside funding for one-time or capital needs
3) Avoiding reliance on grants for ongoing expenses that create future gaps
Goal: Bring resources into Glendale without creating new financial risks.
What This Plan Will NOT Do
Glendale residents deserve leadership focused on results: more reliable power, more predictable utility costs, and responsible oversight. I will fight for smart, practical solutions that protect ratepayers and keep decisions local and accountable.
Raise taxes as a first response
Rely on short-term fixes that create long-term problems
Cut essential services without careful review
My Commitment
